Early Voting for Russian State Duma Elections Ends at Sakhalin Energy's Remote Assets

The personnel of the Piltun-Astokhskoye-A, Piltun-Astokhskoye-B, and Lunskoye-A offshore oil and gas production platforms were the last to cast their votes at the ballot boxes.

The early voting took place from 3 September to 13 September at the Temporary Accommodation Facilities (TAFs) and rotational camps, as well as the onshore and offshore production assets that are located in hard-to-access or remote areas. A total of about 2,500 employees took part in the early voting.

According to Marat Rezyapov, Sakhalin Energy's Offshore Asset Manager, it is of fundamental importance to the company that all Russian nationals working on the Sakhalin-2 project are able to exercise their voting rights. "Of all the production assets, the offshore platforms are perhaps the most difficult to reach, with the COVID-19 pandemic making it even more challenging for anyone, the officials of the Central Election Commission included, to visit them due to the mandatory medical observation requirement. That is why, for the second year running, the early elections on the platforms have been held by our employees, who were officially appointed to the relevant polling station commissions," adds Marat Rezyapov.

At each remote site, including the offshore platforms, polling stations were set up, all the necessary equipment was prepared in advance, and campaign materials were posted in places of public gathering. Representatives of state election commissions either travelled to the sites or, if that was not possible, provided remote support.

"We didn't run into any difficulties as we were well acquainted with the procedure, all the steps were well-thought-out, so the elections went without a hitch. The ballot box has been sealed and is about to be delivered by helicopter to the Nogliki election commission," says Sergey Stepovikov, the LUN-A Offshore Installation Manager.

The employees working at the assets that are not classified as remote (the Prigorodnoye production complex and the TAFs in Yuzhno-Sakhalinsk and Korsakov) will be able to cast their votes within the period established by law, from 17 September to 19 September. The company will give them such an opportunity.
